Section 102
Local Law Making
(1) Village councils and municipalities may make laws on matters within their jurisdiction.
(2) Subject to the Act made in accordance with sub-section (1), the executive may make rules, guidelines, procedures and standards as needed.
(3) The laws made by the rural municipality and municipality according to sub-sections (1) and (2) shall be published in the local gazette.
(4) The rural municipality and municipality shall send the law made according to subsection (1) and (2) to the provincial government and the government of Nepal.
(5) Unless a law is published in accordance with sub-section (3), such law shall not come into force.
